Creamed chipped beef on toast is one of the great American comfort breakfasts. It became famous in military mess halls during both World Wars, where soldiers gave it a cheeky nickname, and it has stayed on the menus of diners across Pennsylvania, New Jersey and the Mid-Atlantic ever since. Thin ribbons of salty, smoky dried beef are simmered in a smooth, peppery cream sauce and spooned generously over thick slices of buttered toast. It is warm, savory, filling and incredibly simple.
This old-fashioned version starts with a quick butter and flour roux, uses whole milk for a rich and silky gravy and adds just a dash of Worcestershire and cayenne for depth. The key is not to add any salt, because the dried beef seasons the whole sauce. It is ready in about 25 minutes, costs less than $3 a serving and is perfect for a cold fall morning, a lazy weekend brunch or a cozy breakfast-for-dinner night. Serve it on toast, biscuits or crispy home fries.

Ingredients
For the creamed beef
- 5 oz (140 g) dried beef (chipped beef), sold in jars or packages
- 4 tbsp (56 g) unsalted butter
- 1/4 cup (31 g) all-purpose flour
- 2 1/2 cups (600 ml) whole milk, warmed
- 1/2 tsp (2.5 ml) Worcestershire sauce
- 1/4 tsp black pepper, plus more for serving
- 1 pinch cayenne pepper
- 1 tbsp chopped fresh chives or parsley
For serving
- 8 thick slices white sandwich bread, sourdough or Texas toast
- 2 tbsp (28 g) softened butter, for the toast
Step-by-step method
-
Prepare the beef. Taste a small piece of the dried beef. If it is very salty, place it in a strainer, rinse it under warm water for 30 seconds and pat it dry with paper towels. Stack the slices and cut them into 1/2-inch (1.3 cm) ribbons.
-
Crisp the beef in butter. In a large, deep skillet over medium heat, melt the 4 tablespoons of butter. Add the beef and cook 2 to 3 minutes, stirring, until the edges just begin to crisp and the butter smells nutty.
-
Make the roux. Sprinkle the flour over the beef and stir constantly for 1 to 2 minutes, until the flour is fully absorbed into the butter and smells lightly toasted, without letting it brown.
-
Add the milk. Gradually pour in the warm milk while whisking or stirring constantly, scraping the bottom of the pan, until smooth.
-
Simmer. Bring the sauce to a gentle simmer and cook 4 to 6 minutes, stirring often, until it is thick and creamy. Stir in the Worcestershire sauce, black pepper and cayenne. Taste before adding any salt; it usually does not need it. If it gets too thick, add a splash more milk.
-
Toast the bread. While the sauce simmers, toast the bread until golden and spread it lightly with the softened butter.
-
Serve. Place 2 slices of toast on each plate (whole or cut into triangles), spoon the creamed beef generously over the top, sprinkle with chives and more black pepper and serve hot.
How to know it is done
The creamed beef is ready when the sauce is smooth and glossy, has lost any raw flour taste and is thick enough to coat the back of a spoon and leave a clear line when you run your finger through it, but still loose enough to spoon over toast. It should be bubbling gently and steaming hot. Keep in mind that the sauce thickens more as it sits, so it is better slightly thin in the pan than too thick.
Tips for the best result
- Warm the milk before adding it; the sauce thickens faster and stays smooth, with no lumps.
- Do not add salt until the very end, and only if needed; dried beef is naturally very salty.
- Let the beef sizzle in the butter for a couple of minutes; the light crisping adds a lot of flavor.
- Use whole milk for the richest, creamiest sauce; skim milk makes it thin.
- Toast the bread well so it stays crisp under the sauce.
Variations and substitutions
- On biscuits: serve the creamed beef over split buttermilk biscuits instead of toast.
- With potatoes: spoon it over crispy home fries, hash browns or a baked potato.
- With an egg: top each serving with a fried or poached egg for extra protein.
- Richer sauce: replace 1/2 cup (120 ml) of the milk with heavy cream.
- With chipped ham: use thinly sliced deli ham, cut into ribbons, instead of the dried beef and add salt to taste.
- Gluten-free: thicken with 2 tbsp cornstarch dissolved in the cold milk instead of the flour, use gluten-free Worcestershire sauce and serve on gluten-free toast.
Make ahead
Creamed chipped beef is best made fresh, but you can prepare it up to 2 days ahead. Let it cool, cover and refrigerate. The sauce thickens a lot in the refrigerator, so reheat it gently over low heat, whisking in 1/4 to 1/2 cup (60 to 120 ml) of milk until creamy again. Toast the bread just before serving so it stays crisp.
Storage and reheating
Store leftover creamed beef in an airtight container in the refrigerator for up to 3 days. Reheat it in a saucepan over low heat, stirring often and adding a splash of milk, until steaming hot (165°F / 74°C), or in the microwave in 30-second bursts, stirring in between. You can freeze it for up to 2 months; thaw it overnight in the refrigerator and whisk well while reheating, since the sauce may look slightly grainy at first.
